Nation, Politics and Reunification

One Family, Divided

‘Abdu’l‑Bahá called the family a nation in miniature, and taught that as strife destroys a household, so division among peoples halts their progress. On a peninsula where one people has lived split in two for more than seventy years, this is not a metaphor but a lived reality. Before assigning blame, the Writings first ask us to stop regarding one another as strangers.

Compare the nations of the world to the members of a family. A family is a nation in miniature. Simply enlarge the circle of the household, and you have the nation. Enlarge the circle of nations, and you have all humanity. The conditions surrounding the family surround the nation. The happenings in the family are the happenings in the life of the nation. Would it add to the progress and advancement of a family if dissensions should arise among its members, all fighting, pillaging each other, jealous and revengeful of injury, seeking selfish advantage? Nay, this would be the cause of the effacement of progress and advancement. So it is in the great family of nations, for nations are but an aggregate of families. Therefore, as strife and dissension destroy a family and prevent its progress, so nations are destroyed and advancement hindered.
‘Abdu’l‑Bahá, The Promulgation of Universal Peace, 30 May 1912

No two men can be found who may be said to be outwardly and inwardly united. The evidences of discord and malice are apparent everywhere, though all were made for harmony and union. The Great Being saith: O well-beloved ones! The tabernacle of unity hath been raised; regard ye not one another as strangers. Ye are the fruits of one tree, and the leaves of one branch.
Bahá’u’lláh, Gleanings, CXII

Everything which conduces to separation and estrangement is satanic because it emanates from the purposes of self. … Throughout all creation, in all the kingdoms, this law is written: that love and affinity are the cause of life, and discord and separation are the cause of death.
‘Abdu’l‑Bahá, The Promulgation of Universal Peace, 20 June 1912

The Light of Unity

Reunification is usually discussed in terms of institutions, economics and security. Bahá’u’lláh points to a deeper foundation beneath them all: the awareness that every person is a fruit of one tree, fashioned from the same dust. Only when that light reaches the heart do the borders within, harder than any barbed wire, begin to melt.

The utterance of God is a lamp, whose light is these words: Ye are the fruits of one tree, and the leaves of one branch. Deal ye one with another with the utmost love and harmony, with friendliness and fellowship. He Who is the Daystar of Truth beareth Me witness! So powerful is the light of unity that it can illuminate the whole earth. The one true God, He Who knoweth all things, Himself testifieth to the truth of these words.
Bahá’u’lláh, Gleanings, CXXXII

Peace Begins in the Mind

For the generation that lived through war and the generations that inherited its wounds, hatred has come to feel natural. ‘Abdu’l‑Bahá counsels that when a thought of war arises, it be met with a stronger thought of peace. The Universal House of Justice likewise teaches that peace stems from an inner state before it is written into any treaty.

‘Abdu’l‑Bahá, Paris Talks, 6

It is the next stage in the evolution of this planet—in the words of one great thinker, “the planetization of mankind.”

Noble Have I Created Thee

Human rights are not the slogan of any camp; they flow from the nobility God has given every soul. Setting political positions aside, the Writings remind us that every person living beyond the line of division is a creature of God with the same dignity and the same rights. At the same time, the Universal House of Justice notes that Bahá’ís are not naive about the difference between just and tyrannical rule.

Separated, Yet Not Sundered

Each year more Koreans die without ever again seeing the family from whom they were torn. The Writings do not make light of the pain of separation, yet they console with the assurance that the bonds of love do not end in this world, and that souls continue to know and commune with one another after they leave the body. ‘Abdu’l‑Bahá also recalls that exile and separation have often become the cause of unforeseen blessings.

Flowers of One Garden

Reunification will not be complete with a declaration. The thoughts, habits, accents and memories of people who have lived for over seventy years under different systems will not merge overnight. ‘Abdu’l‑Bahá spoke not of uniformity but of unity in diversity: as different flowers make one garden lovelier, difference itself can strengthen harmony.

Consider the flowers of a garden: though differing in kind, color, form and shape, yet, inasmuch as they are refreshed by the waters of one spring, revived by the breath of one wind, invigorated by the rays of one sun, this diversity increaseth their charm, and addeth unto their beauty. Thus when that unifying force, the penetrating influence of the Word of God, taketh effect, the difference of customs, manners, habits, ideas, opinions and dispositions embellisheth the world of humanity. This diversity, this difference is like the naturally created dissimilarity and variety of the limbs and organs of the human body, for each one contributeth to the beauty, efficiency and perfection of the whole. When these different limbs and organs come under the influence of man’s sovereign soul, and the soul’s power pervadeth the limbs and members, veins and arteries of the body, then difference reinforceth harmony, diversity strengtheneth love, and multiplicity is the greatest factor for coordination.

In the human kingdom itself there are points of contact, properties common to all mankind; likewise, there are points of distinction which separate race from race, individual from individual. If the points of contact, which are the common properties of humanity, overcome the peculiar points of distinction, unity is assured. On the other hand, if the points of differentiation overcome the points of agreement, disunion and weakness result.

Forgiveness and Justice before History

The wounds of colonial rule and war still lie deep between Korea and Japan. Voices that call for apology and redress, and voices that urge both peoples to move toward the future, each have their reasons. ‘Abdu’l‑Bahá asks forgiveness and magnanimity of the individual and justice and the protection of rights of society, so forgiveness and justice need not exclude each other. He also met with Japanese audiences and longed for the blending together of all peoples.

There are two kinds of retributive actions: One is revenge and retaliation, and the other—punishment and requital. An individual has no right to seek revenge, but the body politic has the right to punish the criminal. Such punishment is intended to dissuade and deter others from committing similar crimes. It is for the protection of the rights of man and does not constitute revenge, for revenge is that inner gratification that results from returning like for like. This is not permissible, for no one has been given the right to seek revenge. And yet, if criminals were entirely left to their own devices, the order of the world would be disrupted. So while punishment is one of the essential requirements of the body politic, the wronged and aggrieved party has no right to seek revenge. On the contrary, he should show forgiveness and magnanimity, for this is that which befits the human world.
‘Abdu’l‑Bahá, Some Answered Questions, 77

In sum, the proper functioning of the body politic depends upon justice and not forgiveness. So what Christ meant by forgiveness and magnanimity is not that if another nation were to assail you; burn your homes; plunder your possessions; assault your wives, children, and kin; and violate your honour, you must submit to that tyrannical host and permit them to carry out every manner of iniquity and oppression. Rather, the words of Christ refer to private transactions between two individuals, stating that if one person assaults another, the injured party should forgive. But the body politic must safeguard the rights of man.

Yet, in the first centuries, selfish souls, for the promotion of their own interests, have assigned boundaries and outlets and have, day by day, attached more importance to these, until this led to intense enmity, bloodshed and rapacity in subsequent centuries. … In short, for a few days we live on this earth and eventually we are buried in it, it is our eternal tomb. Korea has long weighed survival and balance among great powers, and the rivalry between the United States and China deepens that question again.

The Faith is not opposed to the true interests of any nation, nor is it against any party or faction. It holds aloof from all controversies and transcends them all, while enjoining upon its followers loyalty to government and a sane patriotism. This love for their country the Bahá’ís show by serving its well-being in their daily activity, or working in the administrative channels of the government instead of through party politics or in diplomatic or political posts.

When Patriotism Becomes Prejudice

For a people who endured invasion and colonial rule, nationalism has been a force of resistance and survival. Yet ‘Abdu’l‑Bahá said that love of country which causes hatred of all others is not perfect love, and warned that patriotic prejudice confined within a narrow circle becomes a cause of the world’s destruction. The Universal House of Justice calls the virulent nationalism resurging today the very negation of Bahá’u’lláh’s message.

As to the patriotic prejudice, this is also due to absolute ignorance, for the surface of the earth is one native land. Every one can live in any spot on the terrestrial globe. Therefore all the world is man’s birthplace. These boundaries and outlets have been devised by man. In the creation, such boundaries and outlets were not assigned. … In the same way this will continue indefinitely, and if this conception of patriotism remains limited within a certain circle, it will be the primary cause of the world’s destruction.

For centuries and cycles humanity has been engaged in war and conflict. For many decades following the second great war of the twentieth century, humanity moved, with fits and starts, toward the promise of a united world. The failure to complete the project of the unification of nations, however, left gaps in relations in which supranational problems could fester and threaten the security and well-being of peoples and states, leading to a recrudescence of prejudice, of divers expressions of factionalism, and of virulent nationalism that are the very negation of Bahá’u’lláh’s message of peace and oneness.

War is really nothing more but the result of existing forces. Should we desire to end that devastating consequence we should go back to the basic causes and remedy those evils. 14.

The Hardening of Hearts

In Korean society political positions have increasingly become identities, making conversation hard even among family and friends. ‘Abdu’l‑Bahá observed that political love is often bound up with the hatred of one party for another. In an age of polarization, the Universal House of Justice counsels holding fast to the spirit of consultation rather than being drawn into either side, for the spark of truth appears when differing views meet with courtesy.

One of the current features of the process of the disintegration of the old world order manifest in the United States is the increasing polarization and fragmentation that has come to characterize so much of political and social life. There has been a hardening of viewpoints, increased incivility, an unwillingness to compromise or even entertain differing perspectives, and a tendency to automatically take sides and fight. Science and religion, two great lights that should guide human progress, are often compromised or swept aside. Matters of moral principle and questions of justice are reduced to intractable liberal or conservative viewpoints, and the country is increasingly divided along divergent lines. In this context, the friends have to hold steadfastly to the Bahá’í teachings and consultative methods and not allow their pursuit of noble aims and high aspirations to draw them into one side or the other of fruitless debates and contentious processes.

Beyond this clarification of basic principles, there are other important considerations. Too often political goals, even when pursued in the name of justice, are a chimera, for the fundamental partisanship in contemporary political life means policies are often implemented without building consensus and consequently seeds of discontent and continuing political struggle are sown. Conflict and contention ultimately yield more conflict and contention. Eliminating social problems, rather than merely ameliorating them to an extent, requires unity of thought as well as action, an open heart as well as an open hand—conditions which Bahá’u’lláh’s Revelation is intended to bring about.

The approach adopted by the Bahá’í community of non-involvement in such activity is not intended as a statement expressing some fundamental objection to politics in its true sense; indeed, humanity organizes itself through its political affairs. In this connection, they view government as a system for maintaining the welfare and orderly progress of a society, and they undertake, one and all, to observe the laws of the land in which they reside, without allowing their inner religious beliefs to be violated.

Bahá’u’lláh enjoined His followers, wherever they live, to behave toward their government with loyalty, honesty and truthfulness. Yet this obedience does not mean endorsing every policy, nor identifying the Faith with any political programme. It is the path of a law-abiding citizen who keeps the freedom of conscience.

These considerations, however, do not imply an endorsement of the actions or policies of one’s government. We have also heard that thou hast entrusted the reins of counsel into the hands of the representatives of the people. Thou, indeed, hast done well, for thereby the foundations of the edifice of thine affairs will be strengthened, and the hearts of all that are beneath thy shadow, whether high or low, will be tranquillized. It behoveth them, however, to be trustworthy among His servants, and to regard themselves as the representatives of all that dwell on earth. … Blessed is he that entereth the Assembly for the sake of God, and judgeth between men with pure justice. He, indeed, is of the blissful.

In the present writer’s view it would be preferable if the election of nonpermanent members of consultative assemblies in sovereign states should be dependent on the will and choice of the people. For elected representatives will on this account be somewhat inclined to exercise justice, lest their reputation suffer and they fall into disfavor with the public.
‘Abdu’l‑Bahá, The Secret of Divine Civilization

If, however, the members of these consultative assemblies are inferior, ignorant, uninformed of the laws of government and administration, unwise, of low aim, indifferent, idle, self-seeking, no benefit will accrue from the organizing of such bodies. ‘Abdu’l‑Bahá, The Secret of Divine Civilization

Elections Without Campaigns

Korean elections burn with party nominations, campaigns and attacks on opponents. Bahá’í elections have no nominations and no campaigning; in a prayerful spirit each elector quietly chooses those who combine unquestioned loyalty, selfless devotion, a well-trained mind, recognized ability and mature experience. This is offered not to condemn other systems but to show one alternative that avoids the divisions bred by faction and personality.

As to the practice of nomination in Bahá’í elections, this the Guardian firmly believes to be in fundamental disaccord with the spirit which should animate and direct all elections held by the Bahá’ís, be they of a local or national character and importance. It is, indeed, the absence of such a practice that constitutes the distinguishing feature and the marked superiority of the Bahá’í electoral methods over those commonly associated with political parties and factions. The practice of nomination, being thus contrary to the spirit of Bahá’í Administration, should be totally discarded by all the friends. For otherwise the freedom of the Bahá’í elector in choosing the members of any Bahá’í Assembly will be seriously endangered, leaving the way open for the domination of personalities. Not only that, but the mere act of nomination leads eventually to the formation of parties—a thing which is totally alien to the spirit of the Cause.

While there should be no mention of personalities in connection with Bahá’í elections, it is quite appropriate for believers to discuss the requirements and qualifications for membership in the institution to be elected. Shoghi Effendi offers clear guidance on this point: “I feel that reference to personalities before the election would give rise to misunderstanding and differences. What the friends should do is to get thoroughly acquainted with one another, to exchange views, to mix freely and discuss among themselves the requirements and qualifications for such a membership without reference or application, however indirect, to particular individuals.” Among the “necessary qualities” specified by the Guardian are those “of unquestioned loyalty, of selfless devotion, of a well-trained mind, of recognized ability and mature experience”. With a heightened awareness of the functions to be performed by the elected body, the believer can properly assess those for whom a vote should be cast. From among the pool of those whom the elector believes to be qualified to serve, selection should be made with due consideration given to such other factors as age distribution, diversity, and gender. The elector should make his choice after careful thought over an extended period before the actual election.

Electioneering is a practice foreign to the spirit of Bahá’í administration. However, it is necessary to distinguish between electioneering and those activities which should be entirely natural and normal in Bahá’í communities. Bahá’ís travel and teach the Faith, they go pioneering, they represent the Faith in relation to non-Bahá’í agencies, they serve in positions of responsibility. There is no reason why such services should be carried on anonymously. Bahá’í voters have to acquire the maturity to estimate the character and true capacities of their fellow-believers, to be able to distinguish between a person who is self-sacrificingly serving the Cause with all due modesty, and one whose activities are carried out with the primary purpose of bringing himself or herself to the attention of the friends.

The Law Must Reign

‘Abdu’l‑Bahá named among Bahá’u’lláh’s principles that the law must reign, and not the individual. Equality before the law admits no exception for the powerful, and justice begins with the capacity to see with one’s own eyes rather than through the eyes of others. Bahá’u’lláh taught that what trains the world is justice, upheld by the twin pillars of reward and punishment.

Justice Without Vengeance

The powers of investigation and prosecution are given to protect society, but when they are suspected of serving political revenge, trust in the rule of law collapses. ‘Abdu’l‑Bahá taught that society must punish not out of grudge or enmity but solely to protect others, and that its greater duty is to prevent crime through education rather than to multiply penalties.

But the body politic has the right to preserve and to protect. It holds no grudge and harbours no enmity towards the murderer, but chooses to imprison or punish him solely to ensure the protection of others. The purpose is not revenge but a punishment through which the body politic is protected. Otherwise, were both the victim’s heirs and the community to forgive and return good for evil, the wrongdoers would never cease their onslaught and a murder would be committed at every moment—nay, bloodthirsty individuals would, like wolves, entirely destroy the flock of God. The body politic is not prompted by ill will in meting out its punishment; it acts without prejudice and does not seek to gratify a sense of vengeance. Its purpose in inflicting the punishment is to safeguard others and to prevent the future commission of such vile actions. 7
‘Abdu’l‑Bahá, Some Answered Questions, 77

One final point: The body politic is engaged day and night in devising penal laws and in providing for ways and means of punishment. It builds prisons, acquires chains and fetters, and ordains places of exile and banishment, of torment and hardship, seeking thereby to reform the criminal, whereas in reality this only brings about the degradation of morals and the subversion of character. The body politic should instead strive night and day, bending every effort to ensure that souls are properly educated, that they progress day by day, that they advance in science and learning, that they acquire praiseworthy virtues and laudable manners, and that they forsake violent behaviour, so that crimes might never occur.

Candles in the Square

The memory of vast crowds gathering peacefully to make their voices heard is an important part of Korean democracy. Bahá’ís do not take part in partisan political action or violent protest, but the Universal House of Justice says individuals may join peaceful rallies for constructive, non-partisan aims such as human rights and social justice. It also reminds that demonstrations are not the only or most effective means, and that creating spaces where people transcend division to seek solutions together brings deeper change.

Thus, individual Bahá’ís are free to participate in those efforts and activities, such as peaceful rallies, that uphold constructive aims in consonance with the Bahá’í teachings, for example, the advancement of women, the promotion of social justice, the protection of the environment, the elimination of all forms of discrimination, and the safeguarding of human rights.
Letter written on behalf of the Universal House of Justice, 27 April 2017

In their reflections on how to contribute to the betterment of the world, Bahá’ís will undoubtedly recognize that demonstrations are not the only, or even the most effective, means available to them. Rather, they can learn and grow in capacity over time to help their fellow citizens to frame concerns in a way that rises above fissures, to share views in a manner that transcends divisive approaches, and to create and participate in spaces to work together in the quest to enact solutions to the problems that bedevil their nation. … As Bahá’u’lláh stated: “Say: no man can attain his true station except through his justice. No power can exist except through unity. No welfare and no well-being can be attained except through consultation.”
Letter written on behalf of the Universal House of Justice, 27 April 2017

Power Is a Trust

Korea’s constitutional history has more than once seen its highest office called to account, and each time society was deeply divided. Rather than judging any case or person, Bahá’u’lláh’s words set out the principle that all authority is a trust from God, and that rulers will surely answer for that trust. The principle applies not only to the powerful but to each of us, who are bidden to bring ourselves to account each day.

Soldiers of Peace

In Korea, where military service is compulsory, every young man must weigh peace and duty. Bahá’ís are not pacifists and uphold the use of force in the service of justice and law, yet they do not believe war is ever necessary and ask to serve their countries in non-combatant ways. Bahá’u’lláh abolished the law of holy war and hoped that the weapons of war would be turned into instruments of reconstruction.

It is true that Bahá’ís are not pacifists since we uphold the use of force in the service of justice and upholding law.

A century and a half ago Bahá’u’lláh told rulers to compose their differences and reduce their armaments so that the burden on their peoples might be lightened. Banning nuclear weapons, prohibiting the use of poison gases, or outlawing germ warfare will not remove the root causes of war. However important such practical measures obviously are as elements of the peace process, they are in themselves too superficial to exert enduring influence. Peoples are ingenious enough to invent yet other forms of warfare, and to use food, raw materials, finance, industrial power, ideology, and terrorism to subvert one another in an endless quest for supremacy and dominion. Nor can the present massive dislocation in the affairs of humanity be resolved through the settlement of specific conflicts or disagreements among nations. A genuine universal framework must be adopted.
The Universal House of Justice, The Promise of World Peace

Should Any King Take Up Arms

The United Nations forces in the Korean War show that collective security is no foreign idea to Koreans. Bahá’u’lláh declared that if any nation takes up arms against another, all must arise together to prevent it, and that this is manifest justice. Yet the Universal House of Justice observes that collective security based on political agreements alone is a chimera; it must rest on conviction of the oneness of humankind.

Be united, O kings of the earth, for thereby will the tempest of discord be stilled amongst you, and your peoples find rest, if ye be of them that comprehend. Should anyone among you take up arms against another, rise ye all against him, for this is naught but manifest justice.
Bahá’u’lláh, Gleanings, CXIX

Should any king take up arms against another, all should unitedly arise and prevent him. If this be done, the nations of the world will no longer require any armaments, except for the purpose of preserving the security of their realms and of maintaining internal order within their territories. This will ensure the peace and composure of every people, government and nation. We fain would hope that the kings and rulers of the earth, the mirrors of the gracious and almighty name of God, may attain unto this station, and shield mankind from the onslaught of tyranny.
Bahá’u’lláh, Gleanings, CXVII

Two points bear emphasizing in all these issues. One is that the abolition of war is not simply a matter of signing treaties and protocols; it is a complex task requiring a new level of commitment to resolving issues not customarily associated with the pursuit of peace. Based on political agreements alone, the idea of collective security is a chimera.
The Universal House of Justice, The Promise of World Peace

The predominant aspects of this problem had already emerged in the nineteenth century when Bahá’u’lláh first advanced his proposals for the establishment of world peace. The principle of collective security was propounded by him in statements addressed to the rulers of the world. Shoghi Effendi commented on his meaning: “What else could these weighty words signify,” he wrote, “if they did not point to the inevitable curtailment of unfettered national sovereignty as an indispensable preliminary to the formation of the future Commonwealth of all the nations of the world? Some form of a world superstate must needs be evolved, in whose favor all the nations of the world will have willingly ceded every claim to make war, certain rights to impose taxation and all rights to maintain armaments, except for purposes of maintaining internal order within their respective dominions. Such a state will have to include within its orbit an international executive adequate to enforce supreme and unchallengeable authority on every recalcitrant member of the commonwealth; a world parliament whose members shall be elected by the people in their respective countries and whose election shall be confirmed by their respective governments; and a supreme tribunal whose judgment will have a binding effect even in such cases where the parties concerned did not voluntarily agree to submit their case to its consideration.
The Universal House of Justice, The Promise of World Peace

A World Commonwealth

Shoghi Effendi envisioned a world commonwealth with a world legislature, executive and tribunal, in which the autonomy of each nation and the freedom of each individual are fully safeguarded. This is not the abolition of nations but a larger order in which peoples who have lived under the threat of division and war can at last live secure. The Universal House of Justice affirms that nation-building has come to an end and world unity is humanity’s next goal.

The unity of the human race, as envisaged by Bahá’u’lláh, implies the establishment of a world commonwealth in which all nations, races, creeds and classes are closely and permanently united, and in which the autonomy of its state members and the personal freedom and initiative of the individuals that compose them are definitely and completely safeguarded. This commonwealth must, as far as we can visualize it, consist of a world legislature, whose members will, as the trustees of the whole of mankind, ultimately control the entire resources of all the component nations, and will enact such laws as shall be required to regulate the life, satisfy the needs and adjust the relationships of all races and peoples. A world executive, backed by an international Force, will carry out the decisions arrived at, and apply the laws enacted by, this world legislature, and will safeguard the organic unity of the whole commonwealth.
Shoghi Effendi, The World Order of Bahá’u’lláh

A world community in which all economic barriers will have been permanently demolished and the interdependence of Capital and Labor definitely recognized; in which the clamor of religious fanaticism and strife will have been forever stilled; in which the flame of racial animosity will have been finally extinguished; in which a single code of international law—the product of the considered judgment of the world’s federated representatives—shall have as its sanction the instant and coercive intervention of the combined forces of the federated units; and finally a world community in which the fury of a capricious and militant nationalism will have been transmuted into an abiding consciousness of world citizenship—such indeed, appears, in its broadest outline, the Order anticipated by Bahá’u’lláh, an Order that shall come to be regarded as the fairest fruit of a slowly maturing age.
Shoghi Effendi, The World Order of Bahá’u’lláh

Disunity is a danger that the nations and peoples of the earth can no longer endure; the consequences are too terrible to contemplate, too obvious to require any demonstration. “The well-being of mankind,” Bahá’u’lláh wrote more than a century ago, “its peace and security, are unattainable unless and until its unity is firmly established.” In observing that “mankind is groaning, is dying to be led to unity, and to terminate its agelong martyrdom,” Shoghi Effendi further commented that: “Unification of the whole of mankind is the hallmark of the stage which human society is now approaching. Unity of family, of tribe, of city-state, and nation have been successively attempted and fully established. World unity is the goal towards which a harassed humanity is striving. Nation-building has come to an end. The anarchy inherent in state sovereignty is moving towards a climax. A world, growing to maturity, must abandon this fetish, recognize the oneness and wholeness of human relationships, and establish once for all the machinery that can best incarnate this fundamental principle of its life.”
The Universal House of Justice, The Promise of World Peace

The Supreme Tribunal

East Asia’s disputes over territory and history are held down by the balance of power but remain unresolved. ‘Abdu’l‑Bahá taught that a Supreme Tribunal, elected by the peoples and governments of every nation, should adjudicate international questions, and that the world should stand together against any nation that defies its rulings. He said the League of Nations fell short because it was limited in scope.

And His plan is this: that the national assemblies of each country and nation—that is to say parliaments—should elect two or three persons who are the choicest of that nation, and are well informed concerning international laws and the relations between governments and aware of the essential needs of the world of humanity in this day. The number of these representatives should be in proportion to the number of inhabitants of that country. The election of these souls who are chosen by the national assembly, that is, the parliament, must be confirmed by the upper house, the congress and the cabinet and also by the president or monarch so these persons may be the elected ones of all the nation and the government. The Supreme Tribunal will be composed of these people, and all mankind will thus have a share therein, for every one of these delegates is fully representative of his nation. When the Supreme Tribunal gives a ruling on any international question, either unanimously or by majority rule, there will no longer be any pretext for the plaintiff or ground of objection for the defendant. In case any of the governments or nations, in the execution of the irrefutable decision of the Supreme Tribunal, be negligent or dilatory, the rest of the nations will rise up against it, because all the governments and nations of the world are the supporters of this Supreme Tribunal. Consider what a firm foundation this is!

From the Lesser Peace to the Most Great Peace

When the rulers refused the Most Great Peace grounded in divine revelation, Bahá’u’lláh urged them at least to hold fast to the Lesser Peace, a political settlement among nations. On a peninsula that has lived under an armistice for more than seventy years, peace agreements and international accords could be steps toward that Lesser Peace. The Universal House of Justice says the very attempt to reach peace through consultation can release a spirit no power can resist.

As to the Lesser Peace, Shoghi Effendi has explained that this will initially be a political unity arrived at by decision of the governments of various nations; it will not be established by direct action of the Bahá’í community. This does not mean, however, that the Bahá’ís are standing aside and waiting for the Lesser Peace to come before they do something about the peace of mankind. Indeed, by promoting the principles of the Faith, which are indispensable to the maintenance of peace, and by fashioning the instruments of the Bahá’í Administrative Order, which we are told by the beloved Guardian is the pattern for future society, the Bahá’ís are constantly engaged in laying the groundwork for a permanent peace, the Most Great Peace being their ultimate goal.

From prison Bahá’u’lláh addressed Napoleon III, Queen Victoria, the Austrian and German emperors, the Czar, the Ottoman Sultan, the Shah and the rulers of America. He disclaimed any wish to lay hands on their kingdoms, seeking only the hearts of men, and warned them to restrain the oppressor and rule their subjects with equity. The summons still sounds for the presidents and prime ministers of today.

For what thou hast done, thy kingdom shall be thrown into confusion, and thine empire shall pass from thine hands, as a punishment for that which thou hast wrought. Then wilt thou know how thou hast plainly erred.
Bahá’u’lláh, The Summons of the Lord of Hosts, Súriy‑i‑Haykal (to Napoleon III)

Where Is He Now?

Bahá’u’lláh asked the German Emperor to remember Napoleon III, whose power had exceeded his own and who had fallen: Where is he? Power, wealth and splendour all pass away; a ruler’s true and abiding glory lies only in keeping God’s commandments and walking the straight path. Koreans who have more than once seen those at the summit of power fall overnight will not find these words strange.

Do thou remember the one whose power transcended thy power, and whose station excelled thy station. Where is he? Whither are gone the things he possessed? Take warning, and be not of them that are fast asleep.
Bahá’u’lláh, The Kitáb‑i‑Aqdas, ¶86

Hath thy pomp made thee proud? By My Life! It shall not endure; nay, it shall soon pass away, unless thou holdest fast by this firm Cord. We see abasement hastening after thee, whilst thou art of those who are fast asleep.
Bahá’u’lláh, The Summons of the Lord of Hosts, Súriy‑i‑Haykal (to Napoleon III)

If true glory were to consist in the possession of such perishable things, then the earth on which ye walk must needs vaunt itself over you, because it supplieth you, and bestoweth upon you, these very things, by the decree of the Almighty. In its bowels are contained, according to what God hath ordained, all that ye possess. From it, as a sign of His mercy, ye derive your riches. Behold then your state, the thing in which ye glory! Would that ye could perceive it!
Bahá’u’lláh, Gleanings, CXVIII

Nay! By Him Who holdeth in His grasp the kingdom of the entire creation! Nowhere doth your true and abiding glory reside except in your firm adherence unto the precepts of God, your wholehearted observance of His laws, your resolution to see that they do not remain unenforced, and to pursue steadfastly the right course.
Bahá’u’lláh, Gleanings, CXVIII

O kings of the earth! He Who is the sovereign Lord of all is come. The Kingdom is God’s, the omnipotent Protector, the Self-Subsisting. Worship none but God, and, with radiant hearts, lift up your faces unto your Lord, the Lord of all names. This is a Revelation to which whatever ye possess can never be compared, could ye but know it. 79
Bahá’u’lláh, The Kitáb‑i‑Aqdas, ¶78
